During the busy season, more multimodal transport vehicles should be managed and deployed at the core nodes. During the slack season, these vehicles should be reduced at the core nodes. This is a necessary strategy for the planning, investment, and construction of the multimodal transport network. Reasonable planning, investment, and construction could reduce the operation cost of the multimodal freight transport network and ease the irrational distribution of vehicles.
