(a) Optimal control of training or motivation is less than 1 (maximum capacity of training infrastructure) after three years and six months, and it is zero at the end of period, and for serving special facilities of employees is less than 1 (maximum investment) after four years, add two and half months, and it is zero at the final time. (b) At the ending time, the adjoints are zero which satisfies the optimality condition.
