Step 1. Set 𝐿=𝛼 as a lower estimation

Step 2. Randomly generate 𝜅_𝑖𝑗 from the 𝛿-level set of the fuzzy numbers 𝑒𝑤_𝑖𝑗

Step 3. Set 𝜇=𝑚𝑎𝑥{𝜇_{𝑒𝑤𝑖𝑗},𝑖=1,2,…,𝑚,𝑗=1,2,…,𝑛}

Step 4. If ∑^𝑚_𝑖=1∑^𝑛_𝑗=1𝜅_𝑖𝑗𝑋_𝑖𝑗≤𝐸𝑊^𝑈 and 𝐿<𝜇, set 𝐿=𝜇
