An example of emigrating island selection for immigration to island 1 in subsystem 1. First, calculate the partial distances between island 1 in subsystem 1 and each island in subsystem 2. Then create a roulette wheel based on the partial distances. Finally, probabilistically select the emigrating island based on the roulette wheel.
