The primal-dual subgradient iterative optimization algorithm.

Step 1. initializing and set ;

Step 2. solving the sub-problem 1 in (12) to obtain ;

Step 3. solving the sub-problem 2 in (12) to obtain ;

Step 4. calculating the optimal value of the main problem with (17);

Step 5. if a stopping criterion is satisfied or the maximum number of iterations is reached,

   then the calculation is terminated; otherwise, calculating by (14), set and then return to Step 2.
