For each suspected congested link in the set of suspected congested links, use formula (18) to calculate its distance to the ideal point , and use formula (19) to calculate its distance to the negative ideal point . 5. Use formula (20) to calculate the congestion probability value of each suspected congestion link . 6. Based on the value of the link, sort all the suspected congested links in descending order to obtain the set .
