Algorithm 1: linked weighted relative entropy ranking

Input: suspected congestion link set and decision matrix
Output: sorted set of suspected congested links
1. Standardize the decision matrix according to formula (12) to obtain a standardized decision matrix .
2. Based on formula (13), the weight of the index is substituted into to obtain a weighted standardized decision matrix .
3. Use formula (14) to calculate attribute ideal point , and use formula (15) to calculate attribute negative ideal point .
4. For each suspected congested link in the set of suspected congested links, use formula (18) to calculate its distance to the ideal point , and use formula (19) to calculate its distance to the negative ideal point .
5. Use formula (20) to calculate the congestion probability value of each suspected congestion link .
6. Based on the value of the link, sort all the suspected congested links in descending order to obtain the set .
