Uncertainty modeling
Because both of methods are based on picture fuzzy linguistics sets, they can be adequate to cope with uncertainty circumstance under the MCGDM environment. However, the proposed method elaborates the advantages of hesitant fuzzy set and picture fuzzy linguistic set and is better to describe the hesitant degree and risk attitude information of the decision-maker.
Operation laws
The operation laws in Wei et al. [42] still have some lacks; the proposed method can overcome these lacks.
Weights of criteria
The criteria weight vector in the proposed approach is determined by the max-min hamming distance deviation method, it is more objective and precise than Wei et al.’s [42] approach which did not consider the weight of criteria determination process.
Rank flexibility
The proposed method can be more flexible to support the different membership degrees of “vote for” or “vote against” by providing different values of parameter and gives more acceptable ranking results versus Wei et al.’s [42] method which can only provide one fixed ranking result in accordance with the specific value of each criteria of alternative.
Experts’ weights
Both of methods have not provided the expert weight determination approach because in the voting environment, each expert has been assigned with equal weight by default.
Time of complexity
The proposed approaches include the parameter and weight of criteria determination process, which has more time complexity in computation compared with Wei et al.’s [42] approach.
