Calculation of waiting time for vehicle (Ri).

1. Calculate R’s vehicle waiting time outside the network packet delivery zone. It also finds the centre of the partitioned region inside CA.

2. Use M to add cars that are not in the affected CA.

3. R’s time requirement for data packet delivery planning (M).

4. Partitioned SPos CA/2.

5. Delay in time: 0.08.Treatment is complete. Algorithm 2 computes the amount of time spent waiting outside the zone.
